Replace the Python-based pre-commit framework with prek (Rust) for faster hook execution. Convert .pre-commit-config.yaml to prek.toml, remove pre-commit from dev dependencies, and apply ruff auto-fixes (UP037: remove unnecessary string quotes in type annotations).
